Zangoose's movepool is VERY shallow. Seviper, has a great movepool can be both attack/sp.atk and has a great STAB for any threats a Zangoose can bring. Plus, it has 2 resistances to Zangoose's best moves: X-scissor and Close Combat. I've seen a Seviper own Zangoose with a Hyper Beam, Poison Tail, and Gunk Shot. Sad isn't it? I know, I've seen Zangoose's get owned by Arbok's too. Arbok's are still the shit

Yes, Siviper is the more "Balanced" one, and it dose have a better movepool, Siviper is the better choice in the long run, but Zangoose is a cookie cutter, a SATB bonus to Crush Claw and higher speed could be a threat, however, if it was to survive, it would wreck Zangoose with STAB Gunkshot. It depends entirely on the natures, a Defensive Seviper will do much better then a pure offense one, and a Defensive Zangoose can't abuse speed or attack.
Basically you gotta get the right natures, otherwise its a matter of who is a higher level. They are almost perfectly balanced.
